Strengthening Land Administration Program Wins Praise From Ethiopian Partners

In collaboration with the Ministry of Agriculture, USAID and implementing partners held a two-day National Experience Sharing Workshop from November 26 to 27, 2012, in Addis Ababa on USAID’s Strengthening Land Administration Program (ELAP). The workshop participants included high ranking officials and experts of the Land Administration and Use Directorate of the Ministry of Agriculture and state land administration bureaus and agencies of the Afar, Amhara, Oromia, Somali, Tigray and Southern Nations, Nationalities and Peoples regions.
USAID Ethiopia Deputy Mission Director Jason Fraser opened the event and State Minister of Agriculture for Natural Resources Sileshi Getahun assessed the impact of the program and lauded USAID's support through ELAP, saying:
"Here was the importance of USAID’s contribution to Ethiopia in the area of land administration. The ELAP project was in line with the interests and ambitions of the Ethiopian Government. It is, therefore, a demand driven project. I believe the project has contributed to resolve the challenges and gaps that we have in the areas of technical, institutional, legal and human resources. Furthermore, we expect the new upcoming USAID project will bring in new experience and new insights that will help take land administration performance to a higher level".
The workshop participants shared presentations on the results and lessons learned in implementing the four components of ELAP: strengthening legal frameworks, improving tenure security through use right certification, public awareness and information, and capacity building of land administration institutions. Regions are now expanding land certification activities to uncovered woredas using ELAP’s approach as a model to follow.
